The New York State Conference of Blue Cross and Blue Shield Plans (NYSCOP) is a partnership of Rochester-based Excellus Blue Cross Blue Shield and New York City-based Empire Blue Cross Blue Shield. Together, the two health insurance plans provide comprehensive health coverage for millions of New Yorkers.

This site is dedicated to educating the public through in-depth research and analysis of the cost, access and quality of health care. The Fact Sheets section contains well-researched statistics on a wide variety of health related topcis. NYSCOP also monitors news reports on health care on a weekly basis. After reviewing these reports, NYSCOP selects and summarize several of them on the Trends and Highlights section. New York State's legislative process has a tremendous impact on the health care system. During each legislative session, NYSCOP posts memorandums in opposition and support on proposed legislation to the Public Policy section. Additionally, NYSCOP has compiled an extensive list of informational links all of which can be viewed in the Health Care Library.

Multiple factors contribute to the rising costs of health care premiums, including taxes and government mandates. With $1.6 trillion spent annually on health care in the United States and more than $126 billion in New York, it's important to understand how these factors impact the cost, access and quality of health care.
